PARAPHRASE

TELEGRAM from the Secretary of State for the Colonies to the Officer Administering the Goverment of Hongkong.

(Sent 12.15 p.m. 15th September 1919)

With reference to your telegram of the 15th August it is stated by the Foreign Office that German subjects if Chinese legislation allows will presumably return China if and when Peace Treaty with Germany comes into force as between Germany and China. Whether they should be prevented from returning viê Hong Kong is left to your discretion.
